If you do an XMIT of a PDS containing source code, JCL, text members,
etc. you can then do a BINARY FTP PUT to Windows. From there you can FTP
back to same or different z/OS. But a neat thing you can do is accress the
PDS on Windows much like as if it was a *.ZIP file. Visit www.cbttape.org
and download Xmit Manager. You can use it to view the EBCDIC contents on
your screen or extract one or more members to a directory as ASCII files
(add file type of TXT, C, COB, ASM, etc. to member names).

Well, since the one reason I can think of to download a mainframe load
module is to upload it to a different mainframe, two accounts will be
needed no matter what, so I think your first point is moot.
I believe, but haven't tried it, that z/OS FTP allows you to specify that
one FTP server transfer files to a different FTP server, which might help
in the above scenario.
Your point about TRANSMIT, is still valid; although isn't this the case
for anything requiring pre-processing before FTP (Zipping files,
encrypting, etc.)?
