It is totaly possible. The only hits I found dealing with the letters XIOC and 3270 were in what appeared to be a TN3270 module that ran on HP-UX boxes (the UX stands for Unix).

So they could be using a X-Windows server running on WIndows to connect to a HP-UX box and then using HP-UX's Tn3270 emulator to connect to a CICS application. Of couse they could be something totally different also. You would need to ask them.
