Will FDRABR also backup datasets that have already been backed up by FDR,
but have been changed since the last backup and HSM has run since the last
FDR backup turning the changed indicator bit off? Will FDR still backup the
changed version of this dataset even though HSM has turned off the changed
indicator.
If so, does FDR keep track of changed datasets by an additional flag that
HSM doesn't use?

I have HSM and FDR working the way you describe, but my concern is that if
I run HSM after FDR and HSM resets the change bit, there is a chance that
HSM could backup a dataset that has been newly created/modified since the
FDR backup ended and the HSM backup started that would be backed up by
HSM, its bit reset, and then FDR would not backup the DSN during the next
run.
No problem. FDRABR has another flag that tells us if ANY FDRABR backup
exists for the dataset. If it is not on, we always back it up, regardless
of the update flag.
