Yes.
Overhead my butt!

I have been involved in performance/capacity analysis using IMS since 1984.

It is good for what it does!
Overhead is there, but it's no worse than CICS.
And, when you introduce FastPath, things improve.

Show me the stats!
Show me a case where the overhead is extreme!
Then, show me which tuning guidelines you didn't follow.
