The last time you looked??! Dude, that must have been years ago! The Bi-Modal Accommodation feature was applicable to z/OS 1.2, 1.3, and 1.4 only! z/OS 1.5, 1.6, and 1.7 do not have such a "switch"!
z/OS 1.6 and higher *require* z/Architecture as do, by implication, any subsystems or middleware that, in turn, require those minimum z/OS releases. DB2 V8 is a prime example.
Why would any developer, in his/her right mind, waste time putting ESA/390 support into a product that runs on an operating system that doesn't support the ESA/390 architecture??? What are YOU smoking????!!
