Clone the system. Mount the clone's filesystem(s) on service mountpoint(s). Use ZONEEDIT to change the DDDEFs to point to the right directories (that include the service mountpoints). See z/OS Planning for installation for information about how to clone the system and where to find the sample jobs we wrote for cloning.

Installing service on a clone of your system in no way prevents anyone else from using the system.

Perhaps these are dumb questions, which are already answered by IBM manuals, but we are used to apply maintenance on live systems and are now considering the alternative, because we've had problems with our current procedures,

I should imagine so! Don't do this. Make a clone, put service on the clone, and then IPL from the updated system. (Exception: PTFs that are designed to be installed concurrently, such as those for z/OS UNIX System Services that can be installed using Dynamic Service Activation.)

so if you could point me to an appropriate manual, if the answer proves to be too long, I'd be very appreciative.

This is definitely a case of "RTFM." Start with z/OS Planning for Installation and the z/OS Program Directory. There is far too much material in them about this topic to duplicate here.
