Pardon? TCP and IP are not the same thing. TCP is a stateful protocol that is implemented over the top of IP which isn't. It is perfectly ok for IP to drop a packet or thirty. TCP keeps track of it all, requesting a resend of dropped/lost/missing packets. In practical terms there isn't a lot of difference between an SNA session and a TCP/IP session - except that the TCP/IP one is vastly easier to set up and manage.
