I don't remember the exact series of steps, but we started in one data center with two 9672 (MVS) machines and two 9674 (standalone CF) machines. Over a period of several months, we migrated to two z900s with ICF LPARs. I'm pretty sure that the two sysplexes housed there stayed up through the whole process. Migration to z9, however, might introduce incompatibilities that we did not encounter in our upgrade path.
As for PORing to support new gismos, dynamic ACTIVATE seems to handle most modern devices, switches, and channel types. . .
