I went back up the thread.  You say a LISTCAT shows that your system thinks
it is a USERCATALOG now.  Have you tried DELETE USERCAT FORCE?

Another trick I've done (as an extreme last resort) is to zap the VTOC to
change the file to a straight sequential file, then delete it.  But that
leaves the VVDS in an inconsistent state.

Have you printed the VVDS out?  What does the VVDS entry say for the catalog
it is supposed to be found in?
