The initiator (IEFIIC) is not a JES program! It does what it does without regard to the type of job entry subsystem in use.

As stated previously by others, the data set ENQs are acquired at job initiation time. They're released at the end of the last step that references them.

It has worked this way for as long as I have been in the business.
