z/OS ought to have (as in "Requirement") a single, global,
last resort default for the timezone.  Solaris has /etc/TIMEZONE
(which looks a lot like /etc/init.options), and OS X has similar.
This is not required by POSIX, but is left as an option
for the implementor.  POSIX does not require that when TZ
is unset, conversions should be for GMT, but leaves it
implementation-dependent.

o This single point of control should suffice for Unix
  Services and Classic MVS alike, though each might have
  an override for its particular scope.

o This should properly process time conversions both
  before and after year 2007 in the U.S., and anywhere
  in the chronicle of leap seconds.
