Sorry - CATALOGUED data sets do not support lower case.  Yes, you can
create funky data set names on your VTOCs, but there may be other issues
you'll have to deal with - vendor products, IBM components, etc.

I didn't say that the data set was cataloged. In fact, the JCL I showed
did volume specific allocation...

Not all data is SMS managed or otherwise cataloged. Don't even think
about sharing an SMS managed volume with a VSE system.
