The MVS JCL User's Guide states: 

"4.4.1.2 Device Allocation for Non-SMS-Managed Data Sets

On the DD statement for a non-SMS-managed data set, code a UNIT parameter to
indicate the device on which the data set resides or is to be written. 

With SMS, you do not need to code the UNIT parameter if your installation
has defined a system default unit to use for new data sets. Check with your
storage administrator."

It appears that "you do not need to code" also means the system will ignore
what you have coded.  

The "default unit" is specified in the SMS base configuration.

That's just it the system doesn't complain about the unit= parameter. I
can use unit=xxxyyx even if it's not an esoteric. What I'm trying to
find out is where in the operating environment is this allowed. I may
have an sms ACL error or possibly a jcl user exit that's not coded
correctly. I'm asking these questions because I don't necessarily know
where to look first.
