You guys got me curious, so I did a quick SIS search for "pdse lnklst"
and found item RTA000030030 from 1993 in the Q&A Usage library, which
says in part,
"Program Management had been changed allow LLA to work consistently
with regard to PDS and PDSE.... When FREEZE processing is used LLA
establishes connections to the program objects in the PDSEs that it
is managing. As long as the LLA connections exist, space will not
be reclaimed or reused by changed or deleted program objects. LLA
will remove its connections when LLA is stopped, the library is
REMOVEd from LLA management, or the object, library, or all of LLA
is refreshed...."
