So back to the OP's question... I can't see any real operational benefit to converting an LLA controlled PDS to PDSE.

PDSE offers benefits over PDS above and beyond space management. Many modern programming structures and techniques *require* the use of program objects. System libraries like SEZALOAD and SHASLNKE, both of which are on my LNKLST, are distributed as program object libraries with good reason. They cannot be converted to PDS! Others will emerge over time.

Unfortunately, the lack of support for PDSE on LPALSTxx is still a problem. The only way to get program objects loaded into LPA is to either a) write a bootstrap IPL-time initialization program to load them using CSVDYLPA or b) wait for SETPROG LPA,ADD commands in COMMNDxx to run. This creates an unfortunate timing window within which LPA-resident program objects are not available during system start up. :-(
