Joe, Are you sure XRC is not the culprit? I have seen slowdowns from time to time when there was a slowdown on the pull operation of data movers. Are there any other dataset(s) active on that volume? What does the XRC monitor say for that timeframe?
As an aside, do you have CR+? If so, run MAP against that VSAM dataset next time you REPRO it.
