The purpose of APPLY CHECK is to validate the MCS statements and their 
relationships.  It cannot validate the operation of an invoked utility program.

As to linking into the target library ... what possible difference would it 
make to use a temporary library?  The problem of restoring a failure is hardly 
impacted by the target library, but rather the difficulty comes in from 
restoring the SYSMOD relationships within SMP/E.  

If SMP/E invoked the utilities during APPLY CHECK processing to some other 
temporary library, then that still wouldn't prevent problems during the actual 
APPLY since a LINKEDIT could still fail on space problems, or missing modules, 
etc.
