Definitely BS.  You can talk to the on-call duty manager any time you 
want.  They are there specifically to deal with customer satisfaction 
issues: Timeliness, Quality, Professionalism, CritSits.

Now, getting the Dungeon Ma...oops!  Duty Manager out of bed at 3am is 
entertaining, but not suggested unless you have a Sev1 that's missing its 
criteria!
