Thanks to Volkmar and Jon - MAXASSIZE was indeed the offending parameter.

The manuals seem to differ in their description of the default.
Init and Tuning says its 209,715,200, System Commands says its 41,943,040 ( 
which is what we had it set to in BPXPRM00 ) 
I set it to the other default and the process now works ok

1. default region size for STC in the JESPARMS (parameter STCCLASS) 2. 
MAXASSIZE parameter in BPXPRMxx parmlib member

We have recently upgraded from z/OS 1.4 to 1.7.
When attempting to rebuild the Book Server catalog, I get these symptoms from 
the USS[1] task, so the catalog never gets fully rebuilt

IEW4000I FETCH FOR MODULE CEEMENU3 FROM DDNAME -LNKLST- FAILED BECAUSE
INSUFFICIENT STORAGE WAS AVAILABLE.

        TIME=11.54.38                                          

IEFUSI hasn't changed and bypasses all checking when the sub system is OMVS.

How do I increase the region available to a spawned task ? 

[1] yes I know I shouldn't call it USS :)
