One person can admin quite a few Linux boxen. As for licenses, when
the cost/license is $0.00, the quantity doesn't matter. Google for
GPL.

Now, there are environmental costs and, if you want external support,
or if you need proprietary drivers, then there are additional cost
factors. But don't confuse Linux or *BSD with windoze; the economics
are different.
