A long time ago I gave up trying to second guess IBM. At one time it used to make sense (360 & 370 time frame & Before) now the pc weenies have taken over and IBM seems to go its own way damn the torpedoes and full speed side ways or backwards (and at times forward). Once in a while you can guess and be right but probably even Phil at times is left scratching his head.
