Is the STDENV DD statement for any batch program, I was under the impression that this was only for programs running under BPXBATCH.

If you need to set environment variables in COBOL, then simpliest way is probably to include a //STDENV DD * statement and put in your "VARNAME=VALUE" pairs on separate lines.
