Why? Well...because we didn't think it necessary when the design was written. (Someone else wrote that one but I was an active participant and reviewer, so I can take my share of the cr--, um, blame.)
Even now, some years and some well-thought-out feedback later, I'm not 100% sure it should be changed. It's an advanced technique, and the people who seem likely to use it seem likely to know how to create a usercat. One must balance the confusion factor of having more options against their value.
