I thinks it works slightly different: supposing both systems are fully separated, the insertion of the tape is presented to both systems and both CA-1's will check their TMC for the tape. If present they will accept the tape and have the TCDB and LM updates. I suspect the test-tapes are also defined in the Prod-TMC, getting them accepted by this system unintentionally.
