Just run an IEBCOPY with the compress option. It will shrink it back to size. If it needs to be renamed, you may have to bounce VTAM to pick up another new library; SYS1.VTAMLST.NEW.
Hope that helps. Fortunately it is on a test system. I've tried IEHPROGM but since the volume is always in use (contains catalogs) that attempt fails. SO - VTAM has it allocated even without coding it in the STC (I'm guessing z/OS does this by default). I seem to recall that a method to rename active datasets appeared around OS390 2.10 but having change locations, that functionally is either not turned-on here or not available in z/OS 1.4? I'm looking for any hints, tips, backdoor tricks.
