The 3990/9390 reference manual, under the topic Set Subsystem Mode command,  
shows the following functions for CFW and DFW that can be controlled by  this 
command:
Cache Fast Write for the whole subsystem
DASD Fast Write for a device.
No more, no less.
There are other options pertaining to caching in general and NVS, but those  
functions are not in question.
