Hello Patrick, I'm not sure about NIP consoles but if that NIP console address is defined in a CONSOLxx member, as someone else said you won't be able to activate. You will get the message that Hal listed below. If it is just a NIP cons and not in any CONSOLxx member, I don't know - but I'd like to, if someone knows.
I had the same problem a while back making multiple changes to an IODF. In my case I was changing some old consoles from static to dynamic so I could delete them in a future IODF. I had to delete my prod IODF, go back to my work iodf and remove the static to dynamic change before I could activate the rest of the changes I was making. I don't think ACTIVATE TEST catches the problem. I'm no expert... just passing on what I found out a while back...
