I'm sorry, but you still can't say it no matter how "round_about" your 
explanation.  IEFBR14 doesn't front-end anything.  In addition, you shouldn't 
confuse SVC 99 (Dynamic Allocation) with allocation routines.  While they may 
achieve the same end result, they aren't the same thing.
