The MVS console command authority was insufficient for
this command. Either:
t no security product was active for this function,
or
t a security product was active for this function,
but it could not determine whether the command
should be allowed or failed.

I know what the book says. But;
zOS 1,8 system up - Command fails
zOS 1.8 system down - Command works.
Seems like a big hint to me. :-)
