Seems like I've noticed this also.  Can't recall the message issuer,
unfortunately.  I believe it may have something to do with the fact that
Master Console support becomes null and void when a Z/OS 1.8 system is
brought into a sysplex.  The program could be using the Master Console
support to issue the message/command.
