Your best bet for getting this kind of question answered is to post it
on Yahoo's NetView group(http://groups.yahoo.com/group/NetView/)
but you have to subscribe to it, and access is blocked by some
companies. 

You may not need to use NetView.  I know my previous shop turned
some regular messges into non-roll Action messages (but it may
have been through our MPF exit).  Others on this list can address that
much better than I can.

If you do use NetView, make sure your MPF list turns on the AUTO
flag (or sets it by default).  If you want NetView to reissue the 
message you're safest to change the message id so you don't get
in an automation loop.  (There are other techniques, but that's the
easiest.)  

If you have NetView 5.2, and are allowed to let NetView modify 
messages (rather than just automate a copy of the messages) you
can use NetView's Mesage Revision function to change the original
message into a non-roll, differently colored message.  It will do 
this as the message passes through NetView's SSI - never going 
into NetView at all.
