One thing that you can try is to use DFDSS to copy the tracks from their
current location to a new location below the 65535 limit. The TRACKS and
OUTTRACKS paramters SHOULD allow you to do this. Then you might be able
to do the allocation using ABSTR.

The JCL reference manual says, "The absolute track address must be a
decimal number equal to or less than 65535."
