For all of my non-mainframe clients I suggest they, or I on their behalf, monitor Dell's Outlet where Dell sells refurbished/returned machines. The machines sell for up to 35% less than a "brand new" machine but with ALL of the warranties, etc...
Last week I found a great deal on a laptop for a client. It cost the client 750 and the original price was between 910-940. It was delivered with XP, and in this case, Media Center 2005. Great deal! You need to check the site every few hours and be ready to make an immediate decision! If you find something you like, you get 15 minutes to decide or it goes back into the pool. I, personally, have purchased only 1 brand new machine from Dell. Every other machine (laptop, server, desktop...) I purchased through their Outlet. The laptop I use day-to-day cost me 27xx and the original price was around 3500.
