IMHO the most likely scanrio is someone stolen a *piece of hardware* and quickly erased all data which could identify previous owner. Including 1 milion of ID's.

I had an unscrupulous shop clerk copy my check numbers once. He was able to go to the bank and get a clerk to issue him a counter check on my account, which he then cashed for $2,000. Shop clerk went to prison, bank eventually made up the loss and bank clerk was "promoted to the sidewalk" (Fired) for failing to follow bank procedures with respect to identification. This happened 20+ years ago, before identity theft became such a big issue.

And it is *still possible*. I don't mean cashing money, but copying your card number. A lot of people know your card number (it is on the card!), a lot of people know your SSN, address, etc. It cannot be treated as secret data. If several entities know the data, then it's no longer secret. IMHO no-one can rely on security of such data. Maybe except pizza delivery. <g>
