We have also reported it failing for all users here
20020,487 ETR application List ETR records returns error
No records were found.
Similar to the problem I submitted a few days ago

Errors trying to view ETR
My suggestion is that everyone who experiences this click on Feedback
and submit one. That will document the number of customers impacted
you will be contacted by the help desk.
