Why do you assume it is the Catalog Address Space that is allocated to the 
pack. Your display shows *MASTER* is allocated to the pack.
(or is this my ignorance... *MASTER* is not CATALOG).

Bring the pack back online.....V 1301,online.....to remove the PENDING offline 
status. While the PENDING offline status exists there may be work waiting to 
access that volume.

Review the datasets on the pack.

Page or linklist datasets come to mind.

Page datasets can be managed via command.

LINKLIST datasets used at NIP time? IPL with new linklist!
(and dont think about releasing linklist enqueue by command. because that 
would lead to an unexpected IPL anyway).

There may be other reasons, but I am getting a blank....but knwowing what 
datasets are on the pack will help you resolve why *MASTER* address space 
has an allocation.
