No.

There is no statement in IBM publications that says that there should be no
owner gone storage.

But it won't hurt to bring it to that product's attention...

Sure it does. The individual piece is tracked, as is every individual
piece. But the overall ownership information is maintained in a CAUB,
one per owner. Adding an additional piece of OWNER=SYSTEM storage
(as long as there is at least one, and there certainly is) causes
no additional storage usage with respect to the overall ownership
information.
