Such as the developers, perhaps?  At the top of that panel, I see:

   Menu  List  Mode  Functions  Utilities  Help
 -----------------------------------------------------------------
 ISRTSO                        ISPF Command Shell
 Enter TSO or Workstation commands below:

(Or was that a user mod?)

Based on the above, it would be plausible behavior for the
credulous journeyman ISPF user to call the panel the "ISPF
Command Shell".
