Perhaps Shmuel was thrown by the word "prompt" that was used.  I wouldn't
call the area you enter commands in via ISPF opt. 6 a "prompt".

So back to the OP and guessing that he may have been trying to use
IND$FILE for a transfer via 3270 emulation while sitting at ISPF
option 6....   Some of those emulators only work when you use the 
transfer function from TSO READY, so you have to exit ISPF and be
at the READY prompt ...er ... TSO command shell prompt.  ;-)
