First of all there is no specific date issued by IBM  , but this what I know

A facility that ran on top of  OS/360 in the '60s was ASP (which morphed
into JES3 in the early 70s)
which also supported multi-system processing. While HASP didn't have
similar facilities, it was added to it when it morphed into JES2 also in the
early to mid-70s.

So it clearly says that the base technology used by JES3 i.e. ASP
,which originated in  60's  , so JES3 is  the older one .
