I reported the INIT display getting an abend on z/OS 1.8 with TASID 
5.13.   IBM sent me a fix  (5.14) via email and it tested out okay.  Some 
weeks later 5.14 was posted on the ISPF web site.  Search ISPF-L for 
more on that... 

I found it interesting that it was broken on z/OS 1.8 considering
5.13 was supposed to fix the initiator list for z/OS 1.9 (see below). 
But if you look at the changes for 5.14, the abends appear 
related to OA13604.  So perhaps when IBM fixed the 0C4 abends, 
the change was not tested to be backward compatible for systems
without OA13604.   

Do you have OA13604 / UA22938 (z/OS 1.7 PTF) applied?


Here are the last 2 version changes from the help panels:

              New addition for version 5.14               
 o  Abend0C4 after OA13604                                 
 o  Transact time is wrong for TSO user runnning TASID.    
 o  Issue CSVQUERY if NUCLKUP fails.                       
                                                           
               New addition for version 5.13               
 o  z/OS 1.6 minimum pre-req                               
 o  Increase storage var on ASIDMENG to 9 bytes wide       
 o  Allow more than 6,000 UCB's to be displayed            
 o  Change display dates to access yyyy/mm/dd format       
 o  Fixed initiator list for z/OS 1.9.
