More specifically, I'm looking at this from a maintenance perspective. If I give a programmer an existing program to modify, how long on average will it take, per line of code, to analyze the program to then be able to then make necessary changes.

That's rather like asking how many layers of Kleenex are needed to stop an artillery shell.

The answer to your questions is very heavily dependant on such factors as the experience of the analyst, the complexity of the code, how many times will he/she be interrupted, etc. IMHO, entirely a matter of local judgement and not a good question for this group.
