Jon, I have little confidence that a realistic performance metric can be devised other than on a case by case basis.
There are simply too many variables to be considered. For example, consider the differences in complexity between a RACF security exit and a CICS task related user exit. Each requires specialized experience and skills. Can we really feel comfortable applying a single performance metric to such disparate situations.
