Interesting. We use z/OS SMTP to send all of our customer license codes and have (AFAIK) never had mail rejected for this reason. (Just lucky I guess.) As you've said, the date supplied by SMTP does use a two-digit year.

I've only had one mailer reject it, but I did check the RFC,
and it is at least suggested if not required (don't remember)
that 4 digit years be used.

The one that rejected it claimed it was some sort of spam filter.
Didn't make a lot of sense to me, but what ya gonna do.
