If the elements are inline in PTFs in the SMPPTS data set, they can't be moved by IEBCOPY or Binder directly to the DLIBs; they must be extracted to a temporary data set.
This suggests a related question: when APPLY builds a load module, the search order for MOD elements puts target libraries before DLIBs, IIRC.
