In the old GUIDE days (when I was a coordinator there) my understanding was
that SHARE "owned" the requirement and IBM "owned" the response.  (A "fine
distinction").

If it hasn't already been posted, here is the summary information from the
current SHARE requirement process that I think is relevant:

"Welcome to the SHARE Requirements system. 

Policy 15: SHARE is not meant to be a vehicle whereby providers of
information technology strategies, architectures, products or services
obtain information about the activities of competitors. Using such
information obtained through participation in SHARE Activities is contrary
to the purposes of SHARE and is not permitted. 

Use of this system implies an assertion that you and your Installation have
no conflict of interest with the products for which improvements and
enhancements are being requested. "

This summary (and policy 15 itself) haven't changed in years as far as I
know.

P.S. This has been along outstanding issue.  Back in the days of GUIDE and
when I worked for Micro Focus (before and after IBM re-marketed Micro Focus'
COBOL as COBOL/2), I was the COBOL project requirement coordinator.  This
took a LOT of discussion within IBM and GUIDE management. I was then the
division requirement coordinator - and finally asked to resign (when new IBM
- not GUIDE management got involved). We had COMPUWARE (CA-Optimizer and
Abend-AID) members in the project as well.  There were then (and still are)
rules about "conflict of interest" that are subjective.
