Add to that IODF changes requiring PORs (taking down an entire processor complex), dasd mirroring support changes requiring all shared dasd to be down, etc. There are always going to be situations - hopefully rare - where all VTAM / TCP/IP access is down. Maybe you can live with that; maybe you can't. But claiming that VTAM and TCP/IP are always available is whistling in the dark.
