Most browsers and some E-mail clients do it, with little or
no configuration required. What happens when you click on?:

    ftp://ftp.software.ibm.com/s390/

But, I agree, FTP is less in the venue of Tn3270 than of a
browser, although Tn3270 might be more aware of the z/OS
"QUOTE SITE" idiosyncrasies than the average FTP client.
Firefox seems to have a built-in FTP client. Thunderbird
and OS X Mail seem to invoke a system service. I don't know
any that support uploads. An external FTP client could be
a configurable helper app for Tn3270, much as a PDF or MPEG
viewer is for a mailer or a browser.

Does DSLIST have a prefix command to transfer a file? (I'm
expecting Dave S. to jump in any time now.)
