Since you indicate that you are trying to use your tcpparms file I would guess that your TCPIP stacks has it enqued. I have a separate file fb that I copy my profile info into and use this in the obey command. It works.

My guess is that you have the file allocated to something else such as TSO edit. I tried to obey a file that was in use and got this same message.
