Hi R.S.,

A controversial subject indeed. This page attempts to address it:

http://www.cartagena.com/services/destruct_friendly.html

In particular:

Waste-to-energy residue ash is safe for landfill. The ash exhibits
concrete-like
properties, causing it to harden once it is placed and compacted in a landfill.
This reduces the potential for rainwater to leach contaminants from landfills
into the groundwater.
